css-staging is where currend development posts css changes. Once css as settled down, the css here should be copied by hand into each book's template for fastest rendering. The idea here is that late-breaking changes go here and the system loads this css to override what is in the template. This way, the stable css is loaded immediately with the first html fetch, but then late-breaking changes are added in soon after the page initially loads.
